MAS Refresh #29: FCP Transition and Clause Consolidation
What changed, what matters, and exactly what to do next.

On 28 August 2025, GSA published MAS Refresh number 29 (Solicitation 47QSMD20R0001 Refresh #029). This update prepares MAS for the FAS Catalog Platform, consolidates economic price adjustment clauses, retires certain small-business SINs, and makes targeted SIN scope changes in IT, security, furniture, and testing equipment. All required mass modifications must be accepted via eOffer/eMod within 90 days.

PPT → FCP Files
Legacy PPTs for products, services, training, and some SINs such as 54130S and 611020 are being replaced by FCP-formatted files. FCP is the new catalog system that integrates with eOffer and publishes to GSA Advantage. Prepare to migrate catalog data from PPTs into the FCP schema.
Vendor Support Center, SummaryElectronic Commerce Clause Update: 552.238-103
The GSAR clause 552.238-103 Electronic Commerce now explicitly directs contractors to follow GSA catalog requirements and the FCP guidance when publishing and maintaining catalog data. Check the solicitation-level attachments for exact language and implementation notes.
Vendor Support CenterNew Consolidated Economic Price Adjustment Clause 552.238-120 (SEP 2024)
GSA added GSAR clause 552.238-120 Economic Price Adjustment — Federal Supply Schedule Contracts. This clause consolidates legacy EPA approaches such as 552.216-70 and 552.216-XXX into a single price adjustment mechanism. Review the clause text and update your price adjustment playbook accordingly.
GSARetirement of 19 Small Business Set-Aside SINs
Nineteen SBSA SINs were removed from the MAS solicitation and related documents. If you rely on any retired SBSA SIN, identify comparable open-market SINs or alternate set-aside vehicles now. Public posts and readiness guides list which SINs were removed.

GSAR Change 187 Clause Updates and Deletions
Change 187 revisions are included in Refresh 29. One notable update is the addition or modification of clause language for 52.212-4 Privacy or Security Safeguards in the solicitation content. Confirm whether clause changes affect your security or privacy obligations in current task orders.

Part 3: What This Means for Contractors (Practical Impact)
PPT files are being retired and replaced by FCP files. If your catalog is large, plan a phased migration by priority SIN. FCP auto-publishes to Advantage and integrates with eOffer.
GSA mass mods execute via the Mass Modification System, and contractors must sign within 90 days. Failing to accept could create compliance issues — schedule a contract admin review now.
Contractors using retired SBSA SINs should find alternative SINs or set-aside routes quickly to retain MAS market access.
Revised SIN scopes mean you need to reshape product descriptions, price lists, and keywords so buyers find your offerings under the updated categories.
The new 552.238-120 clause standardizes submissions and documentation for EPA requests. Familiarize pricing and finance teams with the new evidence requirements and timelines.
Part 4: Suggested Action Plan (What to Do in the Next 30 Days)
- Accept the mass modification in eOffer/eMod within the 90-day window. Assign a contract admin to own this now.
- Run a SIN impact report. Mark changed or retired SINs and prioritize fixes for your top revenue SINs.
- Convert your top 5 PPTs to FCP files and do a test upload. Use the Vendor Support Center resources (VSC, GSA Community).
- Update EPA playbooks for clause 552.238-120. Collect supplier quotes, labor indices, and cost evidence.
- If an SBSA SIN was retired, find comparable SINs or alternate set-aside routes and begin outreach to primes for teaming.
- Run a short training for contracts and pricing teams on mass-mod steps, FCP basics, and EPA procedures. Keep it practical.
- Monitor SAM.gov, the GSA Mass Mod System, and Vendor Support Center posts for clarifications. Follow on mass mods; verify third-party summaries against GSA sources.
