Sr. Proposal Specialist (Government Contracting)

About the Role

We are seeking a highly motivated and detail-oriented Proposal Specialist with 3–5 years of experience supporting government contracting pursuits. The ideal candidate will have hands-on experience responding to federal and state government solicitations, developing compliant proposals and managing proposal submissions from kickoff through final delivery.

This role requires exceptional writing, organisational and project management skills, along with a strong understanding of government procurement processes and proposal best practices.

Key Responsibilities

  • End-to-End Proposal Management
  • Lead the full proposal development lifecycle from opportunity review through final submission.
  • Develop proposal schedules, coordinate internal stakeholders and ensure all deadlines are met.
  • Manage multiple proposals simultaneously in a fast-paced environment.

RFP Analysis & Compliance

  • Analyse RFPs, RFQs, RFIs, Sources Sought Notices and related solicitation documents.
  • Interpret Sections C, L, and M and identify key compliance and evaluation requirements.
  • Develop compliance matrices, proposal outlines and response templates.
  • Ensure full adherence to solicitation instructions, formatting requirements and submission guidelines.

Proposal Writing & Content Development

  • Research, write, edit and refine compelling proposal content.
  • Develop executive summaries, technical narratives, management approaches, staffing plans and past performance sections.
  • Translate complex technical concepts into clear, persuasive content tailored to government evaluators.
  • Incorporate win themes, discriminators and customer-focused messaging throughout proposals.

Cross-Functional Collaboration

  • Work closely with Business Development, Operations, Recruiting and Executive Leadership teams.
  • Facilitate proposal reviews and incorporate reviewer feedback.

Content & Knowledge Management

  • Maintain and continuously improve proposal content libraries.
  • Manage reusable content including corporate capabilities, resumes, project descriptions, past performance references, certifications and boilerplate materials.
  • Support development of capability statements and other business development materials.

Proposal Production & Submission

  • Format proposals in accordance with government requirements.
  • Prepare final proposal packages and submission documents.
  • Support electronic submissions through government portals and customer-specific platforms.
  • Ensure all deliverables are complete, accurate and professionally presented.

Quality Assurance

  • Perform comprehensive reviews for compliance, grammar, spelling, consistency and formatting.
  • Verify that proposal responses fully address solicitation requirements and evaluation criteria.
  • Conduct final quality checks prior to submission.

Required Qualifications

  • 3–5 years of proven experience in government proposal development and proposal management.
  • Demonstrated experience responding to Federal, State, and Local Government RFPs, RFQs, RFIs and Sources Sought notices.
  • Strong understanding of the U.S. Government procurement lifecycle and proposal best practices.
  • Experience developing compliance matrices, proposal outlines and content plans.
  • Exceptional writing, editing, proofreading and communication skills.
  • Ability to manage multiple deadlines and priorities simultaneously.
  • Proficiency in Microsoft Word, Excel, PowerPoint and Adobe Acrobat.
  • Strong attention to detail and organizational skills.

Preferred Qualifications

  • Experience supporting proposals for civilian agencies, DoD or state government clients.
  • Familiarity with FAR, DFARS and government acquisition processes.
  • Experience with proposal management tools such as SharePoint, GovWin, Loopio, Qvidian, Responsive, or similar platforms.
  • Understanding of capture management and business development processes.
  • APMP Foundation Certification or higher is a plus.
