The Uniform Contract Format
Federal solicitations follow the Uniform Contract Format (UCF) defined in FAR 15.204. Three sections are most critical for proposal writers.
What Is Section C?
Section C — Statement of Work defines what the government wants. It contains the SOW, PWS, or SOO — the actual requirements your solution must address. Your proposal must demonstrate you understand and can solve every element of Section C.
What Is Section L?
Section L — Instructions to Offerors tells you how to write and submit your proposal: volume structure, page limits, font requirements, file naming, deadline, and submission method. Read Section L first — non-compliance can get your proposal disqualified.
What Is Section M?
Section M — Evaluation Factors tells you how the government will score your proposal: which factors are evaluated, their relative importance, rating systems, and whether award is best value or LPTA. Every paragraph in your proposal should support a Section M evaluation factor.
